What state are you from? Here in Indiana there not illegal, you just have to keep the loop to a certain diameter if you are going to use them on land but it doesnt matter if you use them in water if you were to use them to snare beaver. I think some states consider it illegal to use locking snares, which is a snare that doesn't relieve pressure when you dont pool.
