BUT as you have learned that if there is unpressured private ground near an area that gets a lot of hunting pressure, the elk will move and stay on the private ground. I'd guess that the early seasons, archery and black powder hunters did better in that area? By 2nd rifle season, there's usually been quite a bit of pressure on most elk on public lands.
