Actually ,as usual ,I get the last laugh. Although the plan was implemented in 2000 ,initially it resulted in record harvests keeping many hunters happy. It wasn't until 2004 that harvests began to crash and hunters felt the effect of HR. In 2005 the PGC was satisfied because we still had 1.013M hunters in 2004. After 2004 many hunters expressed their discussed with the plan by quitting and by 2007 license sales had decreased to 924K and then the PGC expressed concern about declining license sales.
