I was not blaming the white, i was simply asking for thoughts on why it keeps taking 2 hammer pulls to set the cap off.

I was thinking #1, the nipple of flattened out and not seating properly and the first hit of the plunger then seats it. while #2 hit sets it off.

Or #2, A weak spring?
