Default primers made for reloading ok?

My neighbor told me a story yesterday about his trip to the local sporting goods store. He was looking for 209 primers for his muzzleloader. He said he found some winchester 209 primers in the muzzleloading section but he didn't like the price. So he goes to the reloading section and finds 209 shotgun primers for reloading shotgun shells. He said they were about half the price of the ones in the muzzleloading section.

Are these the same thing? Would it be safe to use the primers sold for reloading shotgun shells in a muzzleloader? Seems to me that they would be the same thing, but if they are, why would the ones made for muzzleloaders be more expensive?

I guess I've just never thought about it before because when I need muzzleloading supplies, I go to the muzzleloading isle of the store.
