I have to agree. I think it IS your job to make sure you turn them in. Those people paid to catch them DO need our help and WANT it. Have you ever heard of crimewatch, or crime lines? Obviously the people who are paid to catch them want our help. It is just a animal but let me ask you this, if your neighbor saw someone come shoot your dog and got the persons license plate, would you want them to tell you? why? its just a animal?
