A tracker can be drilled and tapped for a scope mount, they just won't do it nor will they recommend it. There are plenty of people that have done it though. Just find a gun smith that will do it and have it done if that is what you want.
H&R's reasoning is that there isn't enough metal to drill and tap for a scope rail, but I know of plenty of people that have done it.
I'm sure they would prefer you buy a heavy barrel from them with the mount already on it
