if u were born befor 1949 u dont need a hunters safty course , or if u have one from europe u can use that one, i used mind from canada, i have my permanent resident card thou. i live in nebraska so i need a non resident lic when i go out of the state to hunt the same as anyone else that hunts outside there own state. if u call the cali DNR they well aswere all your needs like they did mind.
