I have an idea. It might sound good to me, but I know that there are probablly a lot of things that I am not thinking about, but here it is anyways.

Why not make a junior liscence free. Make them pay for the extra tags, but make the overall tag free. This will get ALOT more kids into the sport. Then raise the price of the senior tags, and extra tags a little bit. Also, if the doe tag increases in price, this might cause people who buy tags to "save the does" to do this less. I don't think that I would buy a bunch of doe tags at 15 bucks each just to keep them.
