Bowhunted Payson last year a few times. Saw a few does, but no bucks. The land makes stalking difficult(too noisy). You could be successful there, but you really have to do your homework. I went in December/January, so waterholes were out of the question. Perhaps it would be easier setting a blind up by water in August. You really need to hike quite a ways to get to good vantage points. Just like anywhere, you can't show up and expect to get lucky. Go a few times beforehand, and find some goodplaces to set up shop. Since most guys go all the way to the upper rim, a few miles north of town, past the Tonto Natural Bridge State Park, would be a good spot.
Was talking to a guy on the job in Payson he said he seen a doe onthe 260. North of park is there a road or cow trail that will take you in?
