String and cable stretch can certainly reduce the poundage of the bow.

The fact that all of the bows are bottoming out at about 65# is not terribly surprising. Many bows direct from the factory don't make full rated poundage due to some initial string and cable stretch. The cables need to be twisted up a bit to get the poundage back in spec.
