Illinois bow tags are over the counter . shotgun tags have a lottery. http://dnr.state.il.us/admin/systems/this should answer all your questions about that. thanks ,

Non-res bow tags are drawn by lottery, but everyone who applies should get one this year. I think the deadline is June 30th.
