If you check with your local conservation officer, he can issue you a nuisance permit and you could take them however you specify in the permit, bow and arrow included. It is illegal to trap them out of season no matter if it is in the city or not, a permit must be issued, at least in IL you must get a nuisance permit, which is not that difficult for racoons.
