I think 23 acres is plenty, especially if they are roosting close. Are your decoys set up where the gobblers can see them before they fly down? Do you use multiple calls? Are you using decoys? I usually put out 4 or 5 decoys, feather flex. I takeone hen, using 1/2 of a stake, pin her close to the ground like she's getting ready to mate. Take a jake decoy and place over her as close as possible to simulate mating. This sometimes will entice a gobbler to run him off. Place other decoys out around the flock but not too close. If you have a fence or creek it will be hard as heck to call them over either.
