So for a bow that will only tune with a very high nocking point, one possible solution might be to back off the lower limb a little . . . . .

Doesn't matter what your poundage is, it can still be out of tiller. Simple thing to do. Get a tape measure. Stretch a string tight across the axles and measure from the limbs at each end of the riser to the string. If the nock point is as low as it looks in the pic, I'm pretty sure it will measure closer on top than the bottom. If so, back off on the top limb bolt, tighten the bottom limb bolt or both. Keep at it until you get the measurement equal.
I go a good bit further with my tiller adjustments, as I describe in the thread pinned at the top of the forum. But whether you decide to go that far or not, then at the very least, your tiller should always be adjusted to measure the same at each end of the riser before any other tuning is ever done.
