But, you say that they WON'T lock, thus making them legal.
Sounds to me like a poor written law, and a very grey area!
That's interesting, and you're absolutely correct. There is a lot of grey area there.
If you reply to the CO, please let him know that he could easily test them without being in danger of cutting himself by pushing up on the tip of the blade and the dull side would pivot forward.
