Inconsistant tears in paper are usually the shooter. If it's the bow it will consistantly be off the same. You can't get a perfect tear in paper unless you execute a perfect shot (or get lucky). Remember that papertuning is just a guideline starting point; it's not the end-all-be-all of tuning and quite honestly it's more headache to most people than it's worth. If you're in Anchorage go to Backcountry Archery and get Bill to help you out. He's forgotten more about bows than any 5 people on here know.
