Inconsistant tears in paper are usually the shooter. If it's the bow it will consistantly be off the same. You can't get a perfect tear in paper unless you execute a perfect shot (or get lucky). Remember that papertuning is just a guideline starting point; it's not the end-all-be-all of tuning and quite honestly it's more headache to most people than it's worth.
