Miller, you should be standing very close to your target with your eyes closed. Close enough that there should be no way you can miss the target. You should be able to shoot an arrow into the target and probably just reach out and pull it out. Maybe a little bit farther away if you want. The target should also be level with you so you can shoot the bow level with the ground, not aiming down.

You should also address the target so you can look at it, close your eyes and draw, then open them and be on target, or pretty close. If this does not happen change your footing and/or stance so you address the target correctly. Archery should always be comfortable and relaxed, never forced and awkward. Especially in the beginning. Once you get the basics down you can practice the hard shots.

I also agree, keep shooting blind for while before you worry about the target exercises. Going out of sequence will probably mess you up. The hardest part about starting out or trying to cure target panic is not cheating. Everyone always wants to shoot at a target at some point. It is very hard not to do.

When I blind bale shoot I only use one arrow usually.

And to be honest, if you are not sure of what is behind your target, or it's not safe you probably shouldn't be shooting. That is one of the major safety of shooting any weapon. You can't count on hitting your target every time.
