Default Kinetic Energy for deer

The law in my state allows bows drawing only 30 lbs to be used for bowhunting. That still seems light to me--even with today' s greatly improved bows. What is the accepted amount of Kinetic Energy required to kill a deer? Does a 30 lbs bow make the grade?
