Here in Wisconsin where baiting is a hot issue between the Northern part and the Southern part I myself am not for it when it comes to deer or bear.
I believe once I get a Bear permit in 2-3 years I can kill one up North with out baiting. 95% will probably disagree but we will see what happens.
The public area I do hunt we have plenty of Bear sightings and I believe I can pull it off. If I don't that is ok too. I am Hunting.

Baiting is legal up North and if that is a tool in your arsonal so be it. Their are plenty of laws I do not agree with so this is not the first or last.
Add the whole CWD issue and we have a mess here.
