David has some sage advice with what he has said.You can't force some thing to be a certain way,notify the land owner the authorities etc.if that doesn't get it done find new ground where you don't have to contend with the same issues,or search for ways to capitalize on how they are moving the game.
thanks for the advice... but finding new land is nearly impossible around here. Everything is private and mostly tree huggers (not the good kind of treehugger)
