The first thing you need to do is subscribe to the Huntin' Fool Magazine. $100/year but you will get everything you want and more. It's the one and only magazine necessary to learn all these areas.

If you want good tags this year, I'd still definitely apply for draw areas every state you can that does not offer bonus/preference points, like New Mexico. Only then go OTC or for guaranteed areas. Regardless you need to apply and start accumulating points for future years. I've been doing it 12 years and can draw a great tag every year if I want.
