the proper way is to measure from the throat of the nock to the end of the shaft. And that is what I always use.
Most things I have read say this. Not the end of the insert but the end of the shaft as you have stated.

If anyone uses OnTarget2 software be aware that the arrow length used in the software is the shaft length only and does not include the nock.

My arrows are measured by shaft length only.
