I believe Illinois should start making it a lot more difficult for outfitters to operate in such mass quantities. This will help in-state hunters, and better management of the deer herd. As far as the state as whole, split it up into a northern region and a southern region and create regulations accordingly. Anyone from Southern Illinois knows that once you get north of I-70 it's a whole different state.
