Actually, your example is just starting to get out of hand, not too bad of shape yet.

When it gets to 470,000 does and 30,000 bucks, then things are out of hand. (about 15/1 ratio).

You'll have very stressed bucks, all bucks reguardless of age will breed (reducing quality), hunters will be unhappy etc. The herd will continually degrade.
