Default Idaho Elk Hunt---Panhandle or McCall Unit??

To all of my fellow Bowhunters

I am planning my first Idaho Archery Elk Hunt during Sept 17th thru the 30th. Myself and 2 of my long time bowhunting buddies have purchased A Tags for the Panhandle and are seriously considering unit 7. One of the guys has chimed in last minute and said that he thinks that our odds would be better in the McCall units. he has researched and found that last season the success rate in the McCall unit was 17% with 280 archers polled. he is saying that the succsess rate in in the area of Unit 7 was 8% with close to 350 polled. We have been bowhunting for elk for 11 years in WA State. We are really serious about successfully taking Idaho Bulls through Bugling in the heat of the Rut.

My question is this. Which of these two units do you think would provide the best opportunity to harvest some bulls. We are not looking for monsters. Just the thrill of Bugling in the rut.
