Ihave taken Whitetail, Mule Deer, Elk, Caribou, Black Bears, wild hogs & Exotic Deer.
The Elk was the hardest to come by for me & I have chased them in Colorado & New Mexico many, many times.
Quebec Caribou IS AWESOME if you have them moving through your area-it can be feast or famine.
Black Bear is boring to me (over bait) BUT when he walks in, it is a rush for sure.
These are your most expensive hunts as a rule in the US.
Mule Deer, Whitetail can be done on DIY hunt & pretty rewarding. I have taken 12 Mule Deer & over 100 Whitetails on DIY Bowhunts. Mule Deer, all Public land & Whitetails about 50-50 public, private.
Start looking at the animals & your Dads price range & see which one "YOU" think you would like to try for.
I have Bowhunted all the above with guides (good guides) & had great hunts but took no animal. My Elk have been killed on DIY hunts as one of my largest Bears. You can get that Whitetail anytime. Good Luck.
If you want a fun inexpensive Bowhunt try some wild hogs in Texas or Oklahoma.
