Can a bow that has 50lb - 60lb limbs actually have a heavier draw weight? Say 64?

I ask because I have a bow that was supposed to have 50-60lb limbs, and at the pro shop the guy put it on the scale and told me it's 64lbs.

The limb bolds don't seem to be tightened down all the way, there is about a 1/4-1/2 inch gap (between the limb and riser) where it looks like it could be tightened down farther.

Bow is a truth, any info greatly appreciated.

I'm thinking maybe it's a 60-70lb limb? Are those bolts supposed to tighen down all the way to the riser?[/align]
