The testicles may be up in the pelvis. Occassionally, this happens to male babies; the testes don't drop down during gestation and although they're male and have testosterone in the blood stream, the testes are not visibleneed to be surgically brought down to the correct anatomical position.
Maybe, the same congential abnormality happend here?
