$250.00 is really not alot of money at all when it comes to getting a bow and getting everything for it that you need. It is hard to get a good starter bow with all the accessories for under $500.00. Getting you accessories seperately is pretty much out of the question. So, then, I must say a good package deal. Here are a few decent package deals for around that price range.

Reflex BigHorn Bow Package- http://www.cabelas.com/cabelas/en/te...ype=index&rid=

PSE Marauder Bow Package- http://www.cabelas.com/cabelas/en/te...ype=index&rid=

PSE Nova Extreme HL Bow Package- http://www.cabelas.com/cabelas/en/te...ype=index&rid=

These are some of the bows in your price range. Like I said, it is very hard to find decent bows in that price range. The one thing is that these bows all are heavier, longer a.t.a., and slower than most other bows. If I were to suggest one of them, I would check out the Browning bow packages. They are a little more than your 250.00, they cost 299.99, but, these are about the best bow packages in this price range.

Now, if you could put a little more money into it, check out the bow packages as Hunterfriend.com They use some top quality accessories on these bows. Also, they will paper tune and sight in the bow before shipping, which would be a nice thing if you don' t know everything about tuning a bow.

They have a VERY good deal in the Browning Rage package- http://www.huntersfriend.com/ragepkg.htm

As far as draw weight goes, that all depends on your strength. I am pulling 72 pounds right now out of my BowTech MightyMite. Why? It is the heaviest weight that is still comfortable for me, and by comfortable, I mean that I could shoot the bow alot in one day without getting a large amount of arm fatigue, and I know I can get the bow back when a deer walks within range. So, it all depends on you. Don' t go getting a bow that you really have to pull to get back, if you can' t shoot a heavy draw weight, so be it, it is better to shoot something that works with you than a heavier weight where you are trying to be Mr. Muscles. When you start shooting a bow that is set to heavy, you start encountering problems with accuracy and with overall consistancy.

Well, I hope this helped you out some.
