Default Shooting too high

Hello everyone, i am new to archery and i am having a problem with my first bow, its a reflex excursion, set to 60lbs and 29 inch draw. When trying to sight in with my new beman carbon ICS camo hunter 400 (9.1 gpi)
it shoot too high , i have my elevation on the sight and the first pin maxed out and im still sending them over the target at 15 yards. I am using a peep sight and i have lower chin ancher. just wondering if i have something way out of wack?
