I do not know your breeder as I am an irish setter hunter, but here it is illegal to sell any under 8 weeks of age. Your can take a deposit to hold one but not let it go until the 8 weeks have been met.I also believe that is one of the AKC rules as well. It sounds as tho your breeder is more for pushing out the door type of thing to me. HoweverI am not sure of laws in your area so I can not say what your state allows. I just find it somewhat surprizing that is all.
