Depends on the person and the taxidermist. If it were me, I'd only do it if I had pictures of the deer prior to the tines being broken. I use game cameras from June to January, so I have a pretty good idea about the deer in my area.
The biggest deer I ever killed had2 broken tines (and was still the biggest). He's on my wall, broken tines and all, but that's how he looked the only time I saw him. I really have no idea "exactly" how he would have looked otherwise, so I didn't consider having him fixed.
To each his own in my opinion.
