Both are great rifle, but I'd give the nod to the Browning.
One thing I'd also consider is a Savage. If you want a synthetic stock, stainless steel with a VERY good trigger (Accu-Trigger) and a very well done detachable magazine, consider the Savage Model 116FCSS (
http://www.savagearms.com/116fcss.htm ) which is offered in .30-06 among others. Also, chances are pretty good that it'll outshoot both the A-Bolt and T3 right out of the box. I have a Model 111GCNS (blued, wood, detachable box) .30-06 that shoots sub-MOA with $15/box Winchester Super-X 150gr Power Points.
Might be worth considering from a performance/value perspective.
