Just took a look at NY regs. States that permits to hunt from a stationary vehicle are issued to those who require the use of a wheelchair. I wouldn't give up, but I'd definitely have your doc write a letter documenting your illnesses and restrictions on physical activity. Contact info in the regulation guide:
