Carbon Express makes a tool just like you described for changing the weights and it isn' t too expensive.

As far as heat on carbon arrows is concerned nobody recomends it but if you are really, really careful it works fine. Just heat the point not the actual arrow with minimal heat I know some people that do it this way and they haven' t had any trouble.
