The walk yuo decribe is also common to bbls that aren't adiquitly free floated had that problem with a 2nd hand gun shot 2 under an in tossed the next 3 each higher and rt .The 2nd string just made a diaginal line .
All Savage CF rifles come free floated from the factory. Mine had generous clearance between the barrel and stock all the way to the barrel nut. I'll bet if he does the dollar bill check he'll find his barrel is free floated fine.
