As a resident, I've drawn a tag the last two years without having any preference points, but I thinkI've been a bit lucky because I believe thechances are supposed to be closer to 50/50.

The non-resident tags are in much shorter supply, of course, but then so are the number of applicants. From what I can gather, though, it looks like the odds are pretty stacked against drawing a non-resident tag the first time you put in for one, but then it looks like it's almost a lock to get one your next year, because you'll have that one year of 'preference'.
