I get some pics like this out of my Moultrie camera and I think that it could be some sorta lighting bug / fly / insect. Flash is reflecting off the eye and since bugs are rather quick flyers, you see the smear. Don't know for sure, but that is what I have always thought when I get those on my trail cam pics.
