Donno for sure but I would assume the answer is no. If your arrow glanced off your inteded target and ended up in your neigbour's property there would be legal poop to pay. I know if your arrow ended up in my living room wall I would call the police, wouldn't you? There is a very general charge called public endagerment that is under the criminal code that you would be charged with.
There are days that Olympic shooters go there, that is what you want to avoid. The Parks department told me that they were going to run the range. Can you imagine the looks?
