The Peroxide and the Baking Soda react to dissolve the mixtures into a compound. I would use the Peroxide, I would say use the 3% stuff from the store. If you get too high, the peroxide will actually eat the clothes away.

By stirring, it dissolves the baking soda better, you want the baking soda to be mostly dissolved before mixing the rest of the ingredients in!
