In Missouri you must take and pass a CCW class. Then apply with the sherriff of the county in which you reside. Missouri's law is a little funky in that it gives the authority to the sherrif to decide if you should have one or not. I got mine prior to the last election, I've heard that the new sherrif doesn't issue CCW's very easily. I like the sounds of the "must issue" states. I think thats the way it should be, if you apply and meet the prerequisites you should be given the permit.
