I've seen acorns almost everywhere I've been. The early ones that fell were rotten inside. The nuts that have dropped w/i th last week or so are ripe.
I believe due to some spotty dry areas the nuts did not fully mature. In a dry year look for oaks on the North and North East facing slopes where you hunt. These areas get less sun and hold moisture longer.
