Again, I don't think you are missing anything. Unit 124 is not open for the late hunt. Any chance you can hunt in Unit 130? It is open from Nov. 20-30.

Lesson learned, you have to look at these things before making your decision final (buyinglicense/tag). It was right in the regs. Things change every year. Check carefully next year, they'll likely be different from this year.
