On my computer Windows XP system I first open the picture I want to post. There is an icon at the bottom that "closes this program and opens the image for editing". By clicking on this icon the image will open in "PAINT". At the top is an icon titled "IMAGE". Click on that and a dropdown box that says "STRETCH AND SKEW" with percentages in them (100%) will show. I usually reduce them to 25% horizontal and vertical. The icon at the top "FILE" will allow you to "SAVE AS" whatever name you want to give it and then save it to whatever file you want. You can then look at the profile of the imageto ensure that it is of the proper size and then I upload it to my PHOTOBUCKET account. From there you can post it. Simple, huh?!
