Wolf. Two things though:

I wouldn't be sending the DNR any images of wolves if they were in my bear bait. I also wouldn't be sending them any images of anywhere I'm hunting.

I wouldn't rely on the DNR's wolf placement map unless it has the entire Northern Region of Wisconsin covered up.
