For that price range, I'd look at Martin Bows. They make great bows. Maybe the Orion or Quest.
Heck, for $400 you can get into a new Martin Bengal. Sweet shooting bow.

At $299 you can get into the Parker Buckhunter. Been redesigned and has the parallel limbs now.
