It's the sad truth that that's the only way to enforce the doe/buck ratio, since most hunters that bother to go to military bases to hunt don't go to just hunt, they go to trophy hunt for big bucks.

Do you think you would've shot a doe if you didn't have to, and only shot the buck?
I know that's got to feel terrible, it really would make a guy mad to see a nice management buck walk by.
