Let's just make a big list of who is responsible for the costs of non-resident tags going up, then at the end we'll take a big vote to determine the winner.

Anyone else we need to consider here? I guess anyone who makes hunting in Illinois "popular" which would cover just about all major tv shows, magazines, this website, myself personally, and anyone else who has ever hunted in Illinois and told someone about it.
