Mute swans are considered invasive.....however...Tundra Swans are quite the opposite.

In VA...you have to apply and be drawn for a TS tag. Success rates are pretty good....I've only missed once. I'm not sure what the deal is down here on mutes....I think its kind of the same story as in MD. I know Tundra's are edible.
